A Brief Description of BS4142 Noise Assessments
BS4142 describes a method of measuring and assessing noise to assess whether it will annoy your neighbours. The full title of the document is: BS4142:1997.

BS4142 accounts for ‘acoustic features’ namely tonal or intermittent noises generated by the new activity by introducing a correction factor in the form of a 5dB ‘penalty’ to be added to the specific noise in question.

The rating level is a measurement of the new noise source or activity when corrections for any tonal noise, background noise or distance corrections have been made. The BS4142 Noise Assessment method prescribes that the measured background noise level is subtracted from the rating level. According to BS4142 the greater this difference the greater the likelihood of complaints.
Having taken the background noise from the rating level BS4142 prescribes what the results mean:

• A difference of around +10 dB or more indicates that complaints are likely.
• A difference of around + 5 dB is of marginal significance.
• If the rating level is more than 10 dB below the measured background noise level then this is a positive indication that complaints are unlikely.

British Standard 4142 is commonly used as a basis for planning permission conditions by Local Authorities - although it is worth noting that the foreword to the document accepts that it is by necessity general in its character and that it ‘may not cover all situations’ and that an individual or a community’s response to noise will be subjective.

BS4142 is not considered to be an appropriate assessment method for those areas of the country where background levels are below 30dB and the rating level is around 35dB. Of course we won’t know that until our consultant gets on site.BS4142 covers assessment of noise for both day and night time periods to account for relevant periods of operation of the noise source.

The wording of the BS4142 standard states that BS4142 describes “methods for determining, at the outside of a building:

a. noise levels from factories, or industrial premises, or fixed installations, or sources of an industrial nature in commercial premises.

b. background noise level.” In our experience the assessment method from BS4142 is regularly used by planning departments as a condition for this type of installation, together with air conditioning units and the like installed into domestic premises.
